JOBLINK SERVICES
 This program was started out of necessity in November 1999. It is effective in assisting the unemployed multicultural clients including mature clients, new arrivals, single parents or students from ages 21 to 60. It is a joint collaboration of the Low Income Support Program (LISP), Gamblers Rehabilitation Services (GRS) and Community Settlement Services (CSS) at the OCA to fill the gap in services in providing jobs. It consists of a series of workshops in small groups preparing trainees for assessment tests and ongoing mentoring support and assisting them to set up their own taxi business.

 Since 1999, this program has successfully assisted over an average 140 taxi drivers in a year, with a current total of 25 taxis-owners and more than 40 cars. The multicultural clients come from China, Hong Kong, Afghanistan, Iraq, Iran, Pakistan, South Africa, Bosnia, Indonesia, Singapore, Vietnam, Cambodia, Macau, Malaysia and Taiwan.
